Storms like Eowyn have shown how quickly rural isolation can turn into crisis when power, heat, and communication systems fail. This proposal outlines a cost-effective, community-led approach to building resilience in the face of growing climate uncertainty.Project Description
Our proposal builds directly on recent research and community engagement following Storm Eowyn, which exposed major gaps in emergency preparedness, energy access, and communications in rural areas. We aim to Invest in off-grid energy solutions, enable local coordination during emergencies, support local communities to developed and share local emergency plans. As the climate emergency intensifies, Argyll and Bute is experiencing a rise in risks that were once rare - including water shortages, power outages, high winds, forestry and windthrow hazards, flooding, snow and ice, wildfires, coastal erosion, landslides, and the impacts of the digital phone switch-over. Communities need access to the right tools such as backup power and printed emergency guides to act when it matters most. The project will assist communities to support the vulnerable and maintain safety and care during the next emergency. Building collaboration within and across communities ensuring a more resilient Argyll and Bute. This proposal will build on existing best practice to assist communities to meet needs under increasing pressure. Through shared learning, coordination, and investment in essential resilience infrastructure, we aim to ensure more communities are resilient and safe. By supporting this project, CLLD will help create a replicable model of rural readiness that prioritises safety, equity, and sustainability.
We Want:
Portable Generators: To support heating, cooking, and communications in emergency hubs. Generator Housing Kiosk- For safe storage of power solutions. Power Banks / Solar Chargers: To keep personal devices and analogue radios functional for longer. Printed Emergency Plans & Toolkits: Templates, household surveys, and resource lists distributed to communities. Resilience Training & Resource Development: Build local capacity through workshops and materials.
We Will Acheive:
9 resilience hubs equipped with emergency tools, equipment, and information. 5600 households supported with access to emergency information and local plans. Reduced service strain on emergency responders through proactive community action. Enhanced knowledge-sharing between villages on climate resilience and crisis response.
